Recolors XP bar and enchantment glint icons to be blue.

It does exactly what it says it does, and nothing more.
Will work with most resource packs out of the box, however anything that edits /GUI/icons.png will not show if this resource pack is above it, as the XP and ping bars are in this file. Obviously, it will need to be put on top of any packs that edit the GUI or enchantment glints if you want to see this pack.
