UNPLAYABLE Had a massive derp and made it so you can't actually craft plant string...

Fixing some oversights in the config files and recipes that don't work as intended. Changing some more things here and there.

Notable changes

• Seeds will not drop from standard tall grass.  Only when cutting with a knife for NTP.
• Seeds do still drop from double tall grass.  Why?  Because they are not listening to any of the tweaks I have telling them to not drop things.
• Made it so you can't bone meal Extra utilities red orchids and enderlillies for balance reasons.  (Does not work on servers.)
• Tweaked silky jewel from tinkers construct.
