Quick hot patch to HARD NERF Siren head and the man from the fog's spawn rate

Siren Head: Now must wait 1 day to respawn at least,  max of 3 days, despawns earlier when wandering. Am considering removing his ability to destroy blocks need to do more testing first

The man from the fog: must wait 1 day to respawn, max of 2 days, also can't spawn during the day anymore, Darkness effect duration is nerfed to 100 ticks from 150 and to make him spawning less obvious, I removed the lightning effect altogether. Also nerfed his ability to destroy blocks of higher level hardness during chase, nerfed to 3 from 5 hardness

The idea for the day is for it to be a slight grace period from most things once i do more play testing i'll look into what else needs more changes.
