Bundle manual-source mods into overrides/mods/. Publisher was silently skipping rows with source=manual since it only knew how to fetch from Modrinth or CurseForge — that's how our locally-built Ad Astra port (the only source it can possibly have until the official 1.21.1 build ships) went missing from every published pack. Same root cause: only manifest-referenced mods were ever shipping; manual mods were ghosts.
