Fix LuckPerms login crash. LP 5.4.140 (the latest NeoForge 1.21.1 build) has a race: NeoForge's command-tree sync calls Balm's permission gate during placeNewPlayer, before LP's player capability is initialized; LP throws IllegalStateException and the server can't place the player. Bug fixed in LP 5.4.150 but only published for NeoForge 1.21.4. LP's mods.toml doesn't declare a MC version constraint though, so the 5.4.150 jar drops in on 1.21.1 and boots clean. Shipping it as a manual entry.
