add Ruins Mod

Configs edit: mods that are not present in the modpack were deactivated in the configs, which caused the server to take too long to start.

in addition, the junkloader only works when you are online (server), unless you have op rights, in which case it also loads the chunks when you are not on the server. (Chicken chunks loader)

flux networks can no longer load chunks (deactivated in the config), for better server performance. (prevent server overloads)
