Added some mods to help set up NPCs/Questing on the official server (may be a while before the results are available!)

Added Ambient Sounds & Cloud Control, set default cloud height to 280
Updated Immersive Vehicles, Helicopter Pack, IV Trin Civil Pack, Fureniku's Roads

Removed lava as a valid IV fuel

IV vehicles no longer break blocks on impact (this would've caused mayhem for the spawn town runway!) 

IV vehicles are now a bit faster across the board
