balance changes:
- half fuel consumption for gas turbine for gasoline, kerosene and rocket fuel
- double pumpjack mb/tick speed on new reservoirs
- reduce fluid reservoir chance
- fluid reservoir is more likely to be oil (40% -> 60%)
- significantly increase oil / water found in a new reservoir
- increase pumpjack speed when the reservoir is exhausted from 6 to 15
- reduce arc furnace electrode damage per tick
