Removed Nuclear Bombs

Nuclear bombs was glitchy, uneffective, and hard to use. We've swapped over to a mod that adds ballistic missles, and an entire energy systems and nuclear research system behind it. This should make the bombs much more effective, while also making them a much greater investment.
