The Ultimate Space Exploration Project - TUSEP

Modified the config:

-Made players respawn in the overworld instead of the same planet they were in

-Made rockets require more fuel due to buildcraft's high amount of oil spawning

-Made less buildcraft's oil generate

-Made buildcraft's oil only generate in planet with life (added many dimension id in the dimension blacklist)

-Made galacticraft's bosses harder

-Made suffocation delay shorter and made its damage higher

-Made plants not need oxygen to live because of a bug that made leaves decay even in an air bubble
