The issue with the core sampler finding Osmium instead of Platinum is a reported issue.
If you run the excavator in a "Osmium" chunk it will mine Platinum.

 

Scrip changes
The Excavator now mines with failure rates set by the mod not by me.
Added tool tip to platinum ore that the core sampler calls it Osmium.
