Updated Neoforge to 21.1.129

Added Mods:
- Modular Angel Ring (Something to grind for)
- Create: Dimension (A mining dimension - currently only vanilla materials. Next update will add modded ores)
- Controlling (Search for controls)

Removed Mods:
- Cybernetic System (Cool mod but doesn't fit the pack in many ways)
- Antique Trading Ship (May have been causing world lock ups)

Config Changes:
- Updated some recipes
- Removed tiny and large moon cycles
- Lowered chance of all moon cycles
- Removed Vanilla tool level restrictions
- Lowered minimum mob level in the Nether and the End
- Removed mob scaling over time
- Fixed default options so 'O' doesnt conflict with level up screen and cause crash
- Added fixed levels to all Cataclysm bosses
       - Suggested boss order:
            1. Ender Dragon
            2. The Wither
            3. The Warden
            4. Netherite Monstrosity
            5. Ender Guardian
            6. The Harbinger
            7. The Leviathan
            8. Ancient Remnant
            9. Ignis

(Please note the mob scaling mod currently has a bug which stops me from activating the setting that allows mobs to actively scale to player level. Once this is fixed (hopefully next week), this will be the preferred setting.
