Parity Update with NT:I v 3.11

1) Updated NTM to version X5523 (Fusion rework)

Note: This update also significantly improves world generation performance, meaning chunks will load much, much faster.

2) Added new quests for all the parts of the new Fusion Reactor.

3) Added a quest for Anchor Pipes.

4) Updated descriptions of some quests and fixed a few mistakes.

 5) Hid various things in nei that werent used.

6) Replaced OC with GTNH's fork.

7) Removed Iron Backpacks mod. Note: This is your last chance to empty them out before they are deleted from the world.

ST:I Changes:

1) Removed the need for templates for the Stardar and Drive Processor.

2) Added a Satellite quest which can be completed from either obtaining a Soyuz or NTM space launch pad.

3) Added recipe for Packed Ice.

4) Removed Military Circuit being needed for Research and Breeding Reactors.
