SocietyCraft is a modpack for you to make your very own society. You can explore the seas with your self-built boat, build towns/villages/cities and collect taxes if you want. The pack works well in singleplayer as you can use Minecolonies. And in multiplayer you can gather your friends and make them move into your town (or still use Minecolonies). Do remember to collect taxes from your friends too. Also, If you don't trust your friends to leave your stuff alone when you are offline you may use FTB Utilities to claim the chunks where your stuff is located.
