New update to Scolars and Librarians
- Made wooden staffs no longer cost xp for easier early game
- Reduced Xp cost of all staffs
- Tweaked the xp bar so it now takes 80 xp to level up instead of 100
- Added Mod optimiser to allow for serer hosting of the modpack
- Increased the spawn rate of electroblob structures
- Added a few more mods for extra content for librarians to gather like vista
