- changed the localized weather and storms config a bit; specifically:
- changed storm spawning chances a bit
- made it so tornadoes/cyclones pick up blocks based on strength as opposed to only leaves and grass changing to dirt
- blocks tornadoes/cyclones pick up will be repaired after some time (15 minutes I think)
- i think i may have done something else, i don't remember, but this was mainly about the quests
