hunters don't seem to be as scary as intended, but still trying to ensure that dealing with them isn't unfair

 

player changes:
- levitation effect gives 5s of being unable to fly

hunter changes:
- glow range 24 -> 20
- they also have fire resistance
- reduced hunter speed to match regular walk speed
- changed their death message to suggest that they'll come back
- hunters now gain +1 strength level every hour of playtime, however they get weakness for the first hour instead so they don't randomly instakill you in earlygame, but they also become insanely powerful later on (with the default player growth giving you more health, you will basically never get 1-shot)
- hunters occassionally can throw snares when you're up close (10 blocks or closer while above them, 10% chance to hit you), getting hit by a snare disables flight, gives slowness, deals a little bit of damage, but also gives a little bit of resistance to not make it as punishing

visual changes:
- added a guide quest describing hunter mechanics
- reskinned spike ability to look more accurate to the theme


fixes:
- hunters are now forced to be lvl 6 permanently, maybe it will finally make them not lose levels again... *sigh*
- fixed endermen not attacking the player when the player attacks them
- changed around the order of commands for new players in case if it makes skins load properly
