Jovian Update

This is the last update for GTCEu 1.6.x.

The next version will focus on adapting Quantum Skies to GTCEu 7.x and won't feature any additional end-game content. GTCEu 7.x removes chance boosting among some other major gameplay changes, and it might take a while to ensure that the balance in the 1.x series is maintained for 7.x.

This update adds the 4 Galilean moons, rebalances tier-3 rockets, and establishes a new route to Naquadah/Trinium via the outer solar system.

Naquadah is no longer attainable from Mars/Venus, but must be produced from a series of processing chains and Core Drill outputs in the Jovian system. The actual Naquadah processing chain (which comes from GT--) remains the same.

Tier-3 rockets are now producible pre-Naq. LuV is significantly expanded as Jovian "exploration" must be done to attain Naquadah and progress into ZPM.

Subsequent progression is the same.
