Additions:
+ Added new tutorial quest explaining player mailboxes
+ Added custom samples for clay, rutile, and ardite deposits
+ Added the Moose Co Bounty System Terminal, a new way to submit items for cash that doesn't involve random chance, and getting screwed over because you're too far behind and you can't find anymore bounties at your tech level

Balances:
~ Tweaked some bounty values

Fixes:
* Fixed nether world looping issues
* Fixed rail segments not being submittable in the tech tree
* Fixed recipe conflict with the Large Wrench
* Fixed rifle ammo being unlocked after guns that require rifle ammo
* Fixed hopper recipe that used 2 logs

Removals:
- Disabled radiation
- Disabled packing tape
- Removed bounty board bounties, besides basic ore bounties
- Removed desire paths (this is not a for sure permanent change, more research is going to be put into this lag, but for now to test performance it's getting taken out)
