6.4 the reskillable adjustments update

gone the days where space ores can just be mined. now you need a certain mining level. as for stargates those now require a certain level of building skill as well lol. same with naqudah as that will also require certain skills to mine as well lol. other then those big notes which took longer then i wanted to add. just a few mods here and there getting updated XD
