More fixes and tweaks:

-Chopping block exhaustion reduced from 1.5 to 0.5

-Tinkers' tables (except for the crafting table) are no longer GameStage blocked.

-Variants of Part Builder and Stencile Table now work for the Tinkers' tool quest.

-Porcelain faucet, channel, and barrels can be cooked in PyroTech Kilns.

-Stone Stage message will now properly run on server, no more "you do not have permission" error.

-Flint Shard JEI description added on how to obtain (use a Crude level shovel on gravel).
