Got the modpack working for cleanroom! Some mods had to be swapped out like FermiumASM for CensoredASM, and Spark unforged for Flare. Added Fugue and Scalar, and updated Railcraft so you have to deal with its warning everytime you load up

Skipped 1.1.26 due to a faulty upload, so now we're saying this is a major update cause I haven't done one yet.
- Updated some mods.
- Reduced dragon and siren spawn chance. 
- You shouldn't get black lung disease/mesothelioma or random radiation hotspots. 
- Further tweaked Scaling health to 75 max levels and reduced difficulty increase rate. Sleeping also decreases difficulty but that may get tweaked later if it's too easy.
- I think I've fixed payload recipes from ICBM flooding JEI too. 
- And crude oil spawns again: let's get that black gold

Updated mods, performance seems to have improved too (probably mixin booter 10). Reduced difficulty scaling from 250 to 100 as mobs became too tanky. Removed chance of baby shulkers to spawn as their bullets would cause a very annoying crash that required resetting the end or somehow removing the bullet.
