Ported ModPack to CurseVoice from FTB Launcher. 

Tweaked:

Changed rain values so it should rain a little less often and for a shorter time.
Lowered Chisel ore spawn rates.
Muffled Rain Sound.
Flattened the Bedrock.
Disabled Thermal Expansion Tools.
Increased the group size of ender mini's.
Increased Tool Max Level.
Cleaned up some Sludge.
Tried to reduce update spam to only Stable Release mods.
Made it easier to sleep on servers.
Disabled drowning creeper because just like dirt creeper they are horrible lol.
Elevators now have a larger range and can pass through more blocks.
Changed config to stop retrogen world ore "derp on my part" Reduced a ton of Lag.
Made Galacticraft harder.
