The Specialty Shop is being introduced. While it is not completely done the Specialty Shop will require TE coins to be turned in via repeatable quests to game specific items needed to craft specific things. All quests rewards consist of Reward Bags and Chance Cubes. While both rewards drop random loot, they also drop TE Coins from time to time with Chance Cubes having a higher percentage due to more risk involved. 

Chance Cubes and Reward Bags are still being tweaked so the Specialty Shop while functional is not fully complete. So items found in the Specialty Shop can still be crafted, but in the next release the Reward Bags and the Chance Cube tweaks will be complete and the items in the Specialty Shop will not longer be able to be crafted and only bought in the Specialty Shop.
