Lots of changes do not upgrade from a v10 version of the pack as the world will stop loading.

There are some changes that I plan on making in the coming week:

- Add EMC values for things that are missing them

- Update Extra Cells when it updates so that it supports AE2's fluid API

- And update a few other things.

- Probably also change around some of the locks as they may be too hard or too easy
