Further config changes

- Changes to legendary spawns: decreased time between spawn attempts from 20 minutes to 18 minutes and increased spawn success from 30% to 40%

- Fix recipes from Pixelmon that used aluminum ingots to use Forge ingot tags.

- Configured Discord RPC to show custom messages on Discord when playing the modpack.

- Added new ranks based on progression in Pixelmon, claimed through quests

- Added configs for world generation to defaultconfigs allowing the use of ranks and other configs that were being used on our server to be used in singleplayer.

- Removed the ability to pickup Pixelmon healers with silk touch, to give a reason to use healing items from Pixelmon.

- Removed the ability to interact with Minecraft spawners using spawn eggs or 'Draconic Evolution Cores' to make 'Stabilized Spawners' (Spawners from world gen should not be affected making them more valuable)
