Modified Draconic Upgrade Modifier and Draconic Core recipes

Oregen tweaks:

Disabled IC2, Immersive Engineering, Mekanism, ProjectRed and TConstruct oregen (Tin, Copper, Bauxite, Nickel, Silver) to clean up the underground ores clutter

Buffed Thermal Foundation oregen as the above mods' oregen are disabled to balance it out
