Cobblemon Vulkan

This update kinda came as an emergency as I felt there were necessary balance changes that needed to happen to assist with player to player consistency, as well as fix some lag issues.
Lets get the Updates out of the way first:

- Updated AllTheMons Mega Showdown (Eternal Floette can now ride on shoulder, plus other fixes)

- Updated Lamb Dynamic Lights
- Updated MoreCobblemonTweaks
- Updated Puzzles Lib
- Updated Shoulder Surfing Reloaded

- Updated Waystones
- Updated Xaero's Minimap
- Updated Xaero's World Map
- Updated CobbleShop to hopefully handle stacking problem

- Updated Loaded Vulkan Resource Pack

- Removed Simple Magnets for causing major issues with entity stacking leading to eventual forced restart

- Fixed Discord link on both Main and Performance Pack

Now for the changes! I know these may be a bit contentious, however I promise I know what I'm doing *(Or So he says ;3)*

- Changed Config of Xaeros World map so player locations show up for everyone
- Updated Soul Drop rates when using Soul Stealer enchantment to the following values:
Zombie - 1/50
Spider - 1/50
Cave Spider - 1/150
Blaze - 1/200
Creeper - 1/200
Skeleton - 1/50
Husk - 1/150
Magma Cube - 1/250
Stray - 1/150
Stray, Drowned, Wither skeleton - Never Drops

- Updated spawners to now have a spawn limit of **100 entities**. Once this limit is reached, the spawner will break, and need to be replaced.

- Updated Buy Price of sugar

- Added Celebi (Static)
- Added Yungoos Line
