Accessories Rebalance

1. Added Elytra Slot Compat [plus dependancies]
   1. Elytras now controlled by these mods, not Accessorify (config changed accordingly)
2. Added accessories.js KubeJS script.
   1. Create's Engineer's Goggles now use Face slot (was Hat)
   2. Artifact's Night Vision Goggles now use Face slot (was Hat)
   3. Artifact's Snorkel now use Face slot (was Hat)
   4. Artifact's Onion Ring now uses Wrist slot (was Hand)
   5. Artifact's Withered Bracelet now uses Wrist slot (was Hand)
   6. Alex's Mobs Tarantula Hawk Elytra now works in Cape Slot
      1. Parity with Vanilla
      2. Missing texture when in this slot, however
3. Misc. Mod updates
   1. Create: Ironworks hammers now have more durability
   2. Waypoints created by Xaero's Maps x Waystones can now be toggled on/off
   3. Other minor updates
4. Misc. Config/KubeJS changes
   1. Forceloading chunks via Open Parties and Claims is no longer allowed (use Chunk Loaders as intended)
