Changed configurations

More changes to .cfg files! - among other changes

This time the changes were:

-Changed the bloodmoon config to have mobs spawn farther away from the player and spawn. The new values are 15 and 32 respectively

-Tweaked the Rough Tweaks config because my dummy self didn't realize the healing values were all the same xD. Increased the drop rate from a 1 in 30 chance to a 1 in 15 chance. Salves now heal 4 points, bandages 6 points, plasters 8 points, medkits 15 points, enchanted 20 points

-Updated various mods within the pack
