Bard and Sound Spells Fixin Update

Config changes:

• Updated BCC
• Added Tier for Pan to fix stamina consumption
• Pan now has better attack speed -3.2 => -2.2, upped hunger consumption 2.0 => 3.0, and a higher unique kill bonus 100 => 250
• New Tier for staffs "Wildsong" 50% boost to sound spell school and 30% to nature spells
• Visited all sound spells; reduced cast times and increased dmg
• Bard Harp and Armor added to tiered schools
• Visited the Bard Origin added sound and nature spell school buffs to the origin
