Config Changes

Added Customer Starter Gear, 16 Torches, 6 Beef Wellington and an Akashic Tome, Place the tome in a crafting table to populate it with books!
Changes TConstruct tables to not render items. (Fixes render crash when crafting Mekanism etc).
Changed recipe for Acceleration Wand.
Customised Akashic Tome start items.
Disabled Spawning of Pam's Trees and Gardens. (Seeds can be gotten by breaking greass, saplings from the market block).
Fixes Nether Ore: No Explosions, Nether Redstone ore.
Fixes Railcraft Recipes, Plates Oredict etc.
Reduced Cyclic drops.
Reduced TAIGA Ore Spawns significantly.
Added/Changed Recipes for the following items:
- Acceleration Wand
- Crystal Cluster
- Enchanted Metal
- Robo-Surgeon.
