All the Mods 8 - ATM8

This is the start of the first round of server related changes and optimizations as suggested by staff from Akliz and BisectHosting.
We're also removing Rubidium extras and dynamic lights, as both of those mods are not working as well as we'd like, we might revisit dynamic lighting in a future update.
