General Changes
- Bounties Adjustments
- Disabled decree mixing (no more orders for both food and weapons on the same bounty)

- Changed Biofuel recipe to require ethanol instead of sugar

- United all plant/seed oils with Plant Oil from Electro Energetics being the only one
may break existing machines/setups that used seed oil
