What's new

Changelog:
- Reclaimers now teleport non-player entities on contact (same behavior as Dimensional Plasma)
- Reduce default Dimensional Rift spawn chance from 0.15 to 0.5 . This will not affect users with existing rifts.json file unless manually changed.
- Add lang entry for Dimensional Plasma block for use with JEI
