Xp Spawner Control

A mod to control the experience dropped by mobs spawned from mob spawners
What's new
- Removal of XP drops now has lowest priority so that it should happen after other mods affect XP drops. This should fix some issues where XP drops were not being removed with some mods.
- Added debug config to add debugging logs (false by default).
- Changed config default - now by default all mob spawner spawned living entities will have their XP removed.
