+ Rewrote movement logic to use attribute modifiers instead of setting the base value
+ Now movement config will apply immediately instead of requiring a restart
+ Fixed bug with the mob movement config variable being assigned to the player movement config variable
+ Added wolves and illagers to mobs affected by the movement buff
