Adds the new bouncy mace enchantment!!

Upon executing a high dropping attack using a mace enchanted with Wind Burst, the user is launched back into the air, allowing for the chaining of smash attacks. Attacks from the ground do not activate Wind Burst, as the activation requires a smash attack. The height required to execute a smash attack to start repeatedly chaining Wind Burst attacks can most easily be reached by using a wind charge.

If Wind Burst is applied to items other than the mace by use of commands, Wind Burst activates from the ground without the need to do a smash attack.
