Weather and Tornadoes Remastered

GENERAL

• Implemented the rope tornado as the official stage 1 tornado
  • Stage 1 tornadoes are rarer than other tornadoes and will spawn in stage 1 storms
  • Stage 1 tornadoes can be completely disabled in the config if you only want the original tornadoes
  • All other items and advancements have been updated to account for the stage 1 tornado
• Wind levels now more meaningfully affect tornado spawn chances

ITEMS

• The Weather Forecaster has been renamed Weather Reader to be more accurate to its flexible purpose
• The Weather Reader is now more complex it its predictions of the weather
• The Weather Reader now displays the distance in blocks of the nearest vortex of the player
• The Weather Reader now has a helpful tooltip about switching modes, and all survival players are given one weather reader upon joining the game

CONFIG

• Removed the variants option as it is no longer needed
• Added config options for disabling the stage 1 tornado
• Added config option for amplifying stage 1 spawn chances, as they are by default quite rare
• Removed "severe" variable from the weather menu, as it is outdated and no longer needed

BUG FIXES

• Fixed numerous bugs related to tornado extra strength multipliers and spawning
