vtc(vortextech classic) -canceled

- All upgrades now go up to 6 (.Blank upgrades don't count; they are stacked up to 64 normally).
- Blank upgrades are now crafted in 6, not 4.
- Several turbine bugs fixed.
- The energy collection and reception rate of blocks is now their energy capacity.
- The default self-transfer rate is 50 FE/t (generators) (using cables from another mod can remove more).
- Added energy transfer upgrades that increase the self-transfer rate of quenchers (proportional to the power generation upgrade). Energy transfer upgrades are smart (if they can't transfer energy 100% efficiently, that is, without wasting 1 FE), they try to transfer less energy. When they can transfer energy or fail to transfer 50 FE/t, the minimum value. of energy, they restart).
- generators can now transfer energy to all 6 sides at the same time.
