Changed recipe logic to allow deciding per-recipe which ones can be mined on higher tiers, and which are equal tier only
This change should not break already existing recipes, as they are by default "true", which allows them to be mined from higher miners

This changes makes the MINE_PREVIOUS_TIER config useless, as it will do nothing when changed
