A small mod that makes it so vehicles (boat, horse, minecart, etc) check if their passenger is going to collide with blocks when it moves.

- Added vehiclefix:passable tag for blocks that can be passed through when on a vehicle
- Readded vehiclefix:affects tag to only make certain entities be affected by the changes in VehicleFix
- Tags necessitated bringing back Fabric API dependency
