Withered Cultist Rework

Withered Cultist has been rebalanced a bit to help ease survival gameplay and to make mob battles more "fair"
-The Clone attack can no longer damage illage & spillage bosses while they are doing their intro animation
-The Clone attack moves 33% slower when targeting a player allowing players to outrun it
-Drained Max Health on mobs regens a bit faster (regens every 4 seconds instead of 5 seconds)
