BEACON OVERHAUL UPDATE (Beta release, due to change)

- Added a new tier system for beacons: Iron, Gold, Emerald and Diamond Blocks provide different upgrades

- Updated beacon effects: A Beacon will provide classic status effects like jump boost and speed, but also new effects like disabling mob griefing or increases Minecart speed
