Utility Staffs 2 - Quark Module

General Changes:

Texture quality increase

Staff durabilities and cooldown times changed slightly for some diversity

Most recipes changed to avoid conflicts with existing recipies in quark

Specific Changes:

Brimstone staff now has more power in its jump, but lights the user on fire for 5 seconds

Permafrost staff now additionally gives fire resistance in its fall absorbing ability in exchange for increased durability usage and cooldown
