You can now block entire mods.

Restrictions now not only prevent things being crafted with a restricted item, but also prevent it from being crafted.

Added the Tier-Up, no recipe, it increases the servers tier by one.

Started laying the ground work for per-player tiers. It can't be enabled at the moment, the base code is there, I just need to improve it (make it work) first.

Fixed restrictions sometimes not working properly.
