Tropicraft: An Unofficial Update

Just a small update to palm trees to allow for them to decay now with diagonal block detection, I hope to see if it is possible to enable this for the other trees currently unable to use distance to check Decay

Warning: It may cause older palm trees to decay leafs on load due to how this work's. Also at high random tick speed, palm trees may have frequently less leaves but I only say it at tick speed 500 and the game sets it by default to 3 so should be a none issue
