Balance settings

• The stamina settings in the server config now apply to every ability, including Time Shift.
• The damage settings now apply to every ability, to minions and to mod weapons.
• The startup log now lists every name you can use in the per-ability settings.
• Per-ability settings below 0 are now ignored.

Chronokinetic

• A player held by Stasis can't regain stamina for twice as long as the hold lasted.

Sun

• Sun Orb's explosion now gets stronger with mastery, like its direct hit.
