[TEG]Tetra Engineer Goggles

This mod allows the Engineer's Goggles from Create (mechanical power) to be modularized by the Tetra mod.
The goggles are split into three components, each providing armor value, armor toughness, and integrity respectively.
Additionally, the goggles can grant night vision and long-distance vision abilities.
这个模组让机械动力（create）的工程师护目镜（Engineer's Goggles）可以被tetra模组进行模块化。
护目镜被拆分成了三个部件，分别提供护甲值、护甲韧性、完整度
并且护目镜可以提供夜视能力与远视能力
