Localization: added Russian, Serbian (Cyrillic & Latin), and Traditional Chinese (HK / TW). Simplified Chinese and English included.

Smoother muzzle flash with adjustable duration and light level.
Separate light level for silenced weapons.
Bullet lighting now has a configurable update interval for better performance.
